Planners plan manual, legal design guidelines

Pelham’s planning department has two developer related projects under way: a manual to guide developers and development guidelines with legal clout.
A site plan manual will be a “one-stop document” drawing together the town’s expectations for the development community.
Currently, developers have to deal with different town departments to uncover those expectations. It takes time and generates frustration.
The manual would put information in one place, said planning director Terrance Glover.
The intent of the site plan manual “is to develop a set of comprehensive tools that will better enable landowners, professionals and the development community as a whole, to create high quality developments that respect the interests of all Pelham citizens,” he said in a report to council.
He expects to have a draft of the manual ready in a few weeks.
Meanwhile, his department is working on converting East Fonthill urban design guidelines from a non-statutory part of the East Fonthill Secondary Plan into a legally binding section.
“The guidelines provide guidance to developers, builders and the town to ensure that the expectations of design quality outlined in the East Fonthill Secondary Plan are both understood and achieved,” he said in a report.
The planning department will hold a public meeting to obtain public reaction before the guidelines can be attached to the town’s Official Plan.
