The Town of Pelham has announced that flags are flying at half-mast for retired Fire Chief Jim Phelps, who has died.
Phelps was Fire Chief from 1995 until 1999 and again from 2010 until his final retirement in 2012. He also served as Chief of District 3 from its opening in 2001 until 2012. According to the Town, Phelps will be cremated and a celebration of life will be announced at a later date.
